Shrink-wrap the Space Shuttle fuel tank?

There is an AP story on various suggestions that the public has e-mailed to NASA about ways to make the Space Shuttle safer. One of those suggestions was shrink-wrapping the fuel tank so that chunks of foam won't come off. Maybe other people have thought of that as well, but that was my dad's suggestion that he e-mailed to NASA. I don't know whether shrink-wrap would work, but it would probably be something worth testing.

If you have an idea for a way to make the shuttle safer, e-mail rtfsuggestions@nasa.gov (wonder what the "rtf" stands for. hmm...).
